No, the primary problem is that the majority of firearms-related crimes in Chicago are committed by black people and the politicians and police are loathe to enforce the existing gun laws for fear of being called 'racists' when the police disproportionately pursue 14-30 year old black men.
Nobody is threatening my life,now. If I "carried", there is a dramatically increased likelihood that someone will. If everybody "carried" the odds multiply throughout our country and we end up in a shooting gallery.
