it looks like all states have some form of CC law. Illinois just canceled theirs.

No, the primary problem is that the majority of firearms-related crimes in Chicago are committed by black people and the politicians and police are loathe to enforce the existing gun laws for fear of being called 'racists' when the police disproportionately pursue 14-30 year old black men.
