New Transport Canada Rule: Boater Certification

Good theory, poor execution. If you really want to test their skills, put 'em in a boat and let them prove how they handle it.

Better than nothing. Might scale back on the time needed to rescue them.

I can hear my father-in-law's response to the requirements now... probably similar to what he told the RCMP officers that were talking to him about the possibility of having to register rifles in the future.

This is more needed then the registry , as like cars there are too many who think they know what they are doing .

It's needed and a long time coming. They've had what four years to write a simple test and only a third of the boating population has even done so. Idiots and boats don't mix well.
