Good theory, poor execution. If you really want to test their skills, put 'em in a boat and let them prove how they handle it.

I can hear my father-in-law's response to the requirements now... probably similar to what he told the RCMP officers that were talking to him about the possibility of having to register rifles in the future. :lol:

This is more needed then the registry , as like cars there are too many who think they know what they are doing .

It's needed and a long time coming. They've had what four years to write a simple test and only a third of the boating population has even done so. Idiots and boats don't mix well. [B-o]
