It's quite obviously the workers' fault............the theory (as espoused by governments in Canada of late) that you only get what you pay for, plainly shows that the workers are 'sub-standard' because they aren't getting paid enough. Perhaps if parents took a hand in raising their kids, rahter than being their best friends....? I know that's a quaint and old fashioned notion. But hey, it worked at some point in the past.

And of course there is the political leverage (if one wants to narrow the defiition of waste). Government (of all stripes) spend money primarily to enhance the party's chances of remaining the government. Should some benefit derive from this spending, it is more in the arena of happenstance....
