But how long will it take for them to develop a new plan, then intorduce it through the house and senate, get it all warpped up, ratify it, and then actually start it. Why couldnt they just have left the program up and runnig until theyre ready with a new plan.

How is the complete reversal on the Kyoto Protocol not radical. They say its so they can make the plan they way they want it. But why not leave whats in place and working until you have a little program to put your own little stamp on it. Ridiculous, but now I just way off the topic.
