If he was paying attention he wouldn't have to make that decision. :-) There was what, three or four seconds between when the dude on the cell blew the sign and the collision? You aren't going to stop a Dodge truck moving at a hundred kph in that time. You lose a second just on human reaction time ...

Anything under 28 grams (1 Oz) is decriminalized. You get the same fine as walking down the street with a beer.
