That was my first impression when I heard this news. Reminded me of the sudden removal of troops from Afghanistan before the Soviet Union fell.

It's about the money. It's also about opposition to the war in Syria at home in the USSR where Putin's been attributing a number of Ukraine military deaths to the operations in Syria.
