The Navy is sending a second aircraft carrier strike group to the Asia Pacific region amid new tensions with China over a dangerous aerial encounter between a Chinese interceptor and Navy P-8 surveillance craft.

Similar circumstances to the incident a few years back when some jackass Chinese pilot drove his fighter into a P-3.

It is just as effective as an attack (for disrupting operations), but doesn't count as an 'attack' for diplomatic purposes.
It is a excellent technique for pissing people off without giving them legal grounds to start a war.
For the record, every country that plays internationally does it. USA, Russia, China, etc.
We only hear about it when the 'bad guys' do it, and they only hear about when their 'bad guys' (us) do it.
