I never had more than one uniform as a cadet, and yes we re-used our kit. That said, asking them to bring their own parka's is a little nuts. Some families, sadly, can't afford the jackets. They had perfectly good overcoats that they retired for the previous P.O.S. Jacket they were just niw trying to replace. As for the gym gear, that stuff sucked anyway.
It's kind of hard to feel bad for them when the real army can't get boots that work and we get re-used kit as well. It's a fact of life and while it's a valuable program I don't see how this is going to break it.
