A bill that would ban sex-selective abortions failed to muster enough support to pass the House Thursday following a contentious debate.

    They fail to determine how they would find out of an abortion would be on the basis of gender. Unless the parents flat out said "we are aborting the baby because it is X," there is no way to determine the motivation for abortion.
