Nope. Culture does. It's a strange story. The guy doesn't seem like a devout Muslim - no beard for instance. He didn't make the women wear bags. Yet he goes to this extreme because the girls wanted to live like ordinary Canadians. I actually wonder if the 2nd wife played a greater role here - pushing him into it because she wanted to get rid of wife no 1. There seems to be a family split between husband, wife no 2, and son, and the other kids who also supported dad and mom in court, and the people killed. This may have been about more than an honor killing.

So back in the old country is there honour killings for disgracing the family for committing a crime and going to jail? Probably just the mom gets a stoning.

Make jail even worse for them, send them letters telling them how hot their daughters were on a weekly basis. It will drive them mad and absolutely bonkers.
