Kinda makes sense to make the Lines part of the Public Domain. Shaw, Telus, <anyone else> just pay a Fee to a Regulatory agency which Maintains and Upgrades the lines as needed. Then anyone of those Selling Access to Consumers can make all the Netflix, Skype, Facebook, yadda yadda ya clones they want.
I'm not really sold on that idea though. If such an agency didn't have a crystal clear mandate to maximize Bandwidth, Upgrade as Technology allowed new capability, and/or didn't simply get turned into a Revenue generator for Government, then it would Fail hard most likely.
