There are a lot of girls/women forced to undergo an abortion by their bf/pimps/fathers, while they may not want one, and there are a lot of women who panic and think an abortion is their only option because they are raised that way.
What this does is determine whether the woman really stands by her decision and will be less likely to be traumatized because in hind sight, it wasn't what she wanted.
This doesn't make abortions illegal, it just says "THINK, DAMN IT!!!"

As I said above, in Canada, I can't see a woman being able to walk into an abortion clinic and have one right there, right now. Maybe they can, and that's a little scary. I think a requirement to sit down with a neutral counselor to discuss the situation is probably a good idea. Since we have no laws in the matter in Canada, I don't know what actually happens.

What I'd like to see are criminal prosecutions of people who coerce women into having abortions to cover up their crimes. In California we've had several teachers over the years use the law to let them take underage girls across state lines (typically to Nevada) to have abortions and later it comes out that it's the teacher who got the girl pregnant in the first place.
