Considering someone with a laptop can hack into NORAD i don't think 3.5 or the 90mill over 5 years is enough

The program is a bit more extensive than that -- keep in mind that there has been a rash of newspaper articles describing what has been a pretty good year for hackers and virus' managing to infect quite a few government computer's in various nations.

Hell, there was an article recently from Iran on that, Germany, France, the US... I'd rather a Canadian system be set up to deter it than just not try at all, and in the large scope of things, also improve Canadian citizen knowledge of how to protect private information as much as is possible on the net, which is also part of the cost (not just security).

Whether or not the system is set up correctly or what it's budgetary requirements actually are, I'm clueless, but I do support a drive for more cyber security.
