India's government has allocated 500 billion rupees (about 11 billion dollars) to build and buy six new-generation submarines in what is considered the costliest military contract in the South Asian nation's history, a newspaper reported Sunday.
More importantly India has China on it's northern border and they have unsettled border claims that resulted in a war back in the 1970's. Neither country has forgotten that war.

Sure it does. Even with 40-50 times our population, their GDP is still a couple hundred billion dollars smaller than ours, which equates to a smaller, not larger tax base.

I'm not really saying I want to pay more taxes (although I would if I knew it would go to the DND and not for tax breaks or corporate/social welfare), just commenting that their procurement budget will be much larger than our entire defence budget - by about 50% if Harper holds his promise to spend about $20 billion this year.
Given that their GDP is still a fair bit smaller than ours, it's surprising.
