    Yes, Indeed mankind always had placed a premium on new and creative ways to kill people. It is a recession proof industry.

    What is important is that we develop them first before the "bad guys" do. In the old days the bag guys were the Nazis and Communists, today it's the Terrorists (Islamic and otherwise).

    I doubt this is going to pay off with a workable prototype, but Im sure it will spawn some spin off tech that will do well in the private sector.

    Adopt it to missile form, the missile flies thousands of miles towards target then when it gets close submerges to get past any anti missile defenses/detection.
