New legislation limiting the credit given to prisoners for time served in custody before and during their trials will cost taxpayers $1 billion to implement and billions more to maintain, the parliamentary budget officer said Tuesday.
Make one large correctional facility and put all the inmates in it, seperated by security levels. Who cares what province it's in. Why not Maritime provinces (boast the economy).
Or we could just let all the bad guys out early like we do now. I'm sure once they get out after a month of time served they all behave, don't steal, rape or pillage.
We should carry on just sticking our collective heads in the sand about our piss-poor legal system.
If you�re guilty��..you�re guilty and should do the time. The court process will also be quicker because the defence lawyers won�t be dicking around to delay sentencing, so their clients spend less time in jail.
If people go to jail how about they pay for thier own stay? If they can not affored it, sell off thier assests to cover some of the costs. Then when they get out take a portion of thier earnings. Don't create a tear system, everyone pays the same. No parole for good behavior, add time for bad behavior. Today Mr. ??? you spit on a guard, we have added three weeks to your stay. You also owe us $$ for the extra time.

On a slightly darker note I remember reading something a while back that although tries to tackle the funding problem completely ignores things like fairness and justice.
It went sorta like this. Simply allow people to buy there way out of jail, only for certain offences mind you. Plenty of non-violent crimes (like possession) where rich folk could pay huge (and affordable for them) fines to avoid jail.
Needless to say it creates a whole slew of other problems not to mention is morally questionable but its only concern is minimizing the cost to the tax-payer.
