What gets me is they should be setting up some sort of breeding program and the Japanese as the people most dependent on the stocks are the logical choice to spearhead the efforts.
Surely they can see the danger should the species collapse to a bare minimum or even outright extinction.

I guess the thinking is that they'll just wipe out tuna like they did cod. We should have stood with the US, Kenya and Norway on this one.
