OTTAWA -- Prime Minister Stephen Harper is off to New York City and Pittsburgh this week to hobnob with world leaders, but he won't address the opening of the United Nations general assembly.

    I think he made the better choice, either hang around the UN and talk to people who pride themselves on inaction or talk to the mayor of a major US city about trade. You might not like him, but this time he made the right choice.
