Afghanistan has always been a major narcotics supplier -- responsible for 95 percent of the world's heroin -- although this was scaled back under the rule of the Taliban, which outlawed poppy cultivation and imposed strict penalties for drug users.

It was, but seems the Taliban have other things to do now.

Even under the Taliban they were responsible for the maority of the Heroin in the world. War brings poverty and poverty brings the desire to escape day to day life, it's a cycle that's been in place there for as longs as heroin has been in demand.
The Taliban while outwardly having laws agains cultivation profited from heroin sales to outside sources, now that they aren't in control theres more heroin use in Afghanistan because the locals don't fear the penalties as much now as they did then.
