Well they could crown Vladimer or perhaps find one of the Roamnovs ( a lit unlikely), but they are so used to a one man rule its hard to break the cycle.

there is a downfall tho being the Czar. If you are voted out of office you get shot in the head in Siberia and shoved into a ditch for 80 years.
