All the citizens of China will be forced to inhale
deep breaths of smog on August 7. Penalty for
non-compliance will be the usual state-sanctioned
Chinese penalty.

Actually...in this case, the penalty for compliance
will ASLO be the usual state-sanctioned Chinese penalty.

They are more concerned with athletes not breaking any records because of the pollution. It's a valid concern. They certaintly can get rid of alot of pollution if they shut down all the factories and cars, but if the winds are blowing just right, they'll just get pollution from other cities or the Gobi desert.
