RANGOON, Burma � Burma's military rulers held a referendum today aimed at solidifying their hold on power while brazenly turning cyclone relief efforts into a propaganda campaign.

    Remember these guys lost the last election in 1990 and just locked up the winner and carried on. They have the guns and the nerve of a canal horse.
