The Indian affairs ministry, and the governments that ran them believed that the best way to deal with the natives was to absorb them into Canadian culture. That was the purpose of the schools but, as with almost everything that department touches, it turned to shit.
It's not fair to blame the taxpayers of the time because few knew and would have supported such a crime. Had they known the revolting extent, I'm sure they would have spoken out, although their protest probably would have been drowned out by a transit strike in Toronto or such.
What was criminal were the people who knew and did nothing. I'm sure the usual people will flood in to circle the wagons but someone must have known and I hope they rot in that special hell.
