We can't supplement with foreign trained staff either as own training requirements have never been updated and are piecemeal at best. Standards are not harmonized even province to province. Forcing people into the PRIVATE sector and thus undermining the public pool of manpower required to maintain the system. The private sector not a stopgap either as it is focused on the low effort and standardized procedures leeching manpower and has become an attractive drain from staff who are burnt out but not yet ready to retire.
