Unfortunately I don't think this change in penalties is going to change anyone's behaviour with their cellphone useage. All it means is more out of their pocket when and if they are finally caught, charged and found guilty.

It's a start thought. Perhaps if they start paying too much for distracted driving, they won't be able to afford a cellphone.
I also find more often these days you have to watch out for those who are distracted walkers. Whether walking on a sidewalk or in a store I find myself dodging people who cannot walk a straight line because they are too busy looking down at their phones texting or surfing.

Had one of these the other day. Some numb bitch with her face in her phone decided to walk right behind my truck while I'm already in motion. I stopped in time but if anything had happened I would have been the only one in trouble. Not her, not even for choosing to walk behind a vehicle in motion, just me.

All to true, people walking into windows, doors, poles and even pools, I've seen people actually stop in the middle of a crosswalk while talking on their cellphones .....

All to true, people walking into windows, doors, poles and even pools, I've seen people actually stop in the middle of a crosswalk while talking on their cellphones ..... When I see somebody walking towards me looking at their phone, I just stop and brace for impact... the best is when their phone goes flying.

I usually am polite and hold doors open for people, but I've taken to actively closing doors on people if they are talking on their phones.
They weren't going to thank me anyhow, and I find that extremely rude. I can't stand when I am waiting in line in a store and the person in front of me is on the phone talking, instead of paying their bill. I had this one woman hold up her hand in front of my face with that "just a minute" mentality when I said something. Perhaps stores should start adding a 20% charge for distracted shoppers holding up the line. This phone crap is getting out of control.

Considering the ridiculous obsession cellphones have become most people will give up other things before giving up their phones!
True enough Hyack.
