I suppose the next thing they'll want is for me to return that Leopard tank I borrowed to clear the raccoons out from under my shed.

Just tell them you 'were going to borrow it' but last time you heard it was in Pakistan awaiting shipment....
probably painted over with Taliban markings now.

Things that are reported 'lost or stolen' are sometimes just things that were junked but never accounted for in inventory.

When the inventory is finally reconciled the write-off will look like a bunch of thefts when it's typically crap that got tossed or it's stored in some warehouse that got lost, too.

I remember going to the Sierra Army Depot to access some stores and came across all sorts of old shit and I asked why they still had it and was told that no one had authorized the disposal. Moldy uniforms, corroded electronics, etc. and it had all been written off long ago.

My government agency is much the same. One of these days we'll reconcile our inventory and about 50% of what we have on the books will be written off and someone will say it's stolen. Just how it goes.
