Just as the CPC does not represent all Canadians, nor the 'Tea Party' all Americans, the Mullas that infest Iraninan government are not 'the people'. Student riots last year seem to indicate the Iranian people don't much like them either, and some are willing to die for change.
Sadly, they may to die for change. I don't see the Mullah's surrendering their rule to peaceful protesters in the town square.

As an aside - notice the thinkspeak that countries we like have 'Governments' but ones we don't have 'regimes'.
"Regime" is typically used to refer to the government of a country without true democratic elections. Typically such regimes are led by "strongmen", Saddam Hussein, Castro, Pol Pot, Kim Jong Il, Mao, Stalin, Suharto, etc.
People who use terms like "Bush regime" or "Harper regime" to describe the elected (in free and fair elections) government are simply frothing at the mouth with hyperbole.
