Move them? to where? They come to the city cause there is clearly lots of food for them, they are a scavenger so it doesn't take a degree to figure out where and who the food is coming from, and no predators to thin their numbers.

The good decision would be to buy 50 golden eagles and find specialists who know how to work with this honorable creatures. Every morning and evening this workers have to walk with eagles each on his own 1-2 square kilometers. After a two weeks crows will fly away from the city, if they won't, Charlottetown will have an every year's festival with the choosing the fatest eagle in the city.

Crows can be nasty creatures, I'd suggest allowing people to trap them.

Everybody kill one crow and hang it from a tree in their yards. The rest won't come back.
