What the article fails to remind people is that Fortier was the UNELECTED Minister of Public Works. He was appointed to the Senate after '06 so he could fill that role, and lost his campaign to win an actual House seat in '08.
It also fails to mention it was Harper's first act as a newly minted PM, elected on an 'open and honest' platform.
Public works has always been the political party in power's secret feeding trough.
Well we don't know what Harper did first, pick Fortier or flip Emerson, but I know what you mean.
I also can't help but notice, after MacLeans made the point, that these two embattled PW ministers, Fortier and Paradis, are both from Quebec.....
The way I remember it, Fortier was first. And this story seems to confirm it.
