Putin learmed his political was as a Checka, a member of the KGB. It is very hard to chage a cold war infrastructure in either the US ir Russia when the whole system was bukt to attack each other.
Medvedev realized its outdated, but Putin is the one calling the shots there.
But at least one foot is out of the cold war thinking. We have differnt problemsa to deal with these days.
