Sure. But they have their own country to be refugees in, with all the rights of citizenship. Nobody is out to get them where they are. That's different than when the whole country is at war and there's no safe place to go, and you have to live in another country that may not allow you to work etc. Refugees living in camps and festering should get first priority.
