I suspect the Steve knows that part of the reasoning behind the law is to try picking a fight with the federal government so the separatists can cry victim and whinge about the anti-Quebec bias in the government. He knows the courts and the voters of Quebec the best option for squashing this thing and is, smartly imo, just trying not to make things worse or play into Marois' game.

“We are very concerned by any proposal that would limit the ability of Canadians to participate in our society and that would affect the practice of their faith,” he added.

“And we are very concerned by any proposal that would discriminate unfairly against people based on their religion, based on their deepest convictions.”

Kenney said the federal government will instruct lawyers in the justice department to “closely review” the provisions of the bill if it ever becomes law.

So he waited until the actual bill was tabled rather than prematurely going off and mixing it up with well know provacateurs over what were in reality only rumours up to this point? The bastard!
