New York Mayor Bill de Blasio said the city's police force will undergo significant retraining following the death of Eric Garner, an unarmed black man who was stopped for selling loose cigarettes in New York City and placed in an apparent chokehold by a white police officer.

"The relationship between police and community has to change. The way we go about policing has to change," de Blasio said at a news conference on Thursday

"It has to change in this city. It has to change in this country. I am fundamentally conviced it will change."

De Blasio pledged that this new training would change the future of the city. He said it would include focusing on changing how officers talk with and listen to residents of the city, deescalating situations, getting officers to wait for back up and using less force whenever possible.

The people of the New York, and the USA don't want the police to be better trained they want them to be held to account for their actions.

This is a bit like having someone say the only thing I regret is getting caught.

Depends on the training. It's apparent that a lot of cops could benefit from learning how discretion is the better part of valour. Like this case here. Did it really need four cops to deal with a guy selling Loosies?

Or perhaps a change in the rules of engagement are in order. I realize that cops are human and would prefer to stay alive, but a lot of times it seems like bullets start flying far too soon. Like the case in Cleveland where that cops killed the 12 y.o after two seconds. He didn't try to make the kid drop his toy gun, or stop further away and asses the situation to see how truly dangerous it was.

I would like to see both. Better trained and accountability. It is amazing how many police do not know the laws that they are paid to enforce. I would like to see civilian review boards for every department. Mandatory cameras for every cop. Hell make it two cameras for every cop just in case they try to claim the battery died. Mandatory minimums for shutting the cameras off while interfacing with a suspect. Some type of national license for being a cop would be good too. If they get fired their license gets yanked so they can't just move to another department. All complaints and disciplinary actions would permanently be attached to the license. Too many problems and the license gets pulled.

Civilian Review Board??? Maybe a civilian or two on the review board, but there's no way a civilian can understand the thought process of a cop/s during the heat of the moment. Perhaps a review board made up of retired law enforcement/judiciary/justice workers would be able to have a clearer understanding of the situation at hand.

I have to agree.
For all the 'civilians' who whine about the police, they have obviously
never faced off against someone with a real gun, and happy to use it.

Needs to walk a mile in their shoes first.

Its really quite sad, his only crime, was being a poor plebe, and being in the wrong place at the wrong time. This is going to happen more and more often, there is a huge lack of common sense, in general. Whether he was right or wrong, selling loose cigarettes is not a capital crime.
