C'mon, of course there are contributing factors to these things. I wouldn't pawn that as a smoking gun justification, but yea, police academy is probably a bitch. I'm not well versed in the administrative side of these events - as no one is because that level of transparency is apparently very taboo! - but yes, there is definitely opportunities for improvement there as well.
