IF he is an immigrant and not born here (I forgot that part, someone maybe enlighten me?), he should never have gotten his Permanent Residency, imo.
You have to do a medical test, and if I recall correctly, you are asked to provide medication you're on, and you are supposed to answer a list of questions. You are supposed to tell if you have a mental illness, and it should have been checked...
