I know that when you cross the border into NS from NB, the signs have both metric and imperial, presumably for the daft American tourists/truckers, and that's not even a national border.

Californians are typically in their own little world to start with. It would have been easy to say that she could have at least taken the metric speed limit and multiplied it in her head by 0.6, but that would assume that she remembered anything that was taught in school. And we all know how successful the US education system is.

Even with my first trip to Canada, metric speed limits were never an issue. However, it is not uncommon to have people drive 30-50 clicks over the limit down here. The further southeast you go, the worse the driving habits get.
