It was discussed here. Israel had/has? a plan where if it looks like they're going down, they'll nuke everybody they can reach, friend or foe alike. I guess it's to make sure their friends will support them when the time comes. Thank God we're far away enough not to have to suffer that sort of freindship.
Eh, they'd nuke those responsible for their destruction, not "everybody". They can target Europe if European nations played a significant part of their downfall (say, if the Yom Kippur War of 1973 actually succeeded, Israel would, no doubt, strike at Warsaw Pact/Soviet cities because of the Soviet Union's overt supply and training of Arab military forces), they would be pointlessly wasting a nuke on Rome, Athens or Marseilles when none of those governments, nor their populations, were responsible for their downfall.
It's just M.A.D., with Israel not trusting European countries in not backstabbing them and acting against them.
As a minor example of European backstabbing, although not Samson response levels, France went from the biggest supplier of arms to Israel, to basically putting forth an arms embargo after the Six Day War. However, in doing this, France also tried to keep 50 aircraft and a number of torpedo boats Israel already paid for in full. Israel basically wound up getting both shipments with no casualties.
