Either way, this is a lose-lose situation for the Liberals and mainly, Ignatieff.
If Iggy votes FOR the bill, he'll go back on decades of Liberal 'policy' of prorogation. Long time Liberals won't let that happen.
If he doesn't vote for the bill, which is the most likely case, it makes all of this crap coming from the Liberal camp about Harper being undemocratic just political games. He'll make all his MP's crying about this look like idiots.
Ignatieff and the Liberals will find some way not to support the NDP and in turn, shoot themselves in the foot. Again.
In the end, the only thing accomplished was wasting time in the House. Jack Layton can try to be the saviour all he wants, but tomorrow, he'll be as irrelevant as he was today.
The only thing that I can see causing the libs or the bloc to vote against it, is whatever else the bill might contain. As long as it is focused on getting the house to vote on prorogue, there shouldn't be any reason for even the Conservatives to vote against it.
The Liberal policy of prorogation? Everyone talks about Stephen Harper having prorogued twice. It's actually three times out of four though.

The one he ended when he called an early election, after running a campaign promising fixed election dates which would solve the problem of the PM being able to call an early election.
If you're upset about the Liberals abusing prorogue, then by all means get upset about it and do something about it.
If you sense some hostility towards Harper himself in the anti-prorogue group, it's definitely there. It's not the point of the group though.
