Given the espionage capabilities of some nations, there isn't anything a government can hide 100%. A government in competition with the US would only have to leak a bit of verifiable proof. The media stampede would take care of the rest.
Moon landing hoax and the silence of the USSR not come to mind? As for coincidences, they happen all through history, some bigger and some smaller. Why are the events of 9/11 any different? Easy, they aren't.
