Most folk who spend a lot of time outdoors----farmers, sportsmen, police, utility workers, sailors and soldiers have seen some weird things.
It is not unreasonable to suppose that the "giggle-factor" suppresses most observations of strange things.
It has been widely observed that power of suggestion produces fits of reports.
The phycological/societal factors likely affect the number of reports both ways----encouraging and discouraging.
