I think what he was implying is that the means of violence is not an ends in itself. Dr. Mengele, the Inquisitors of the Catholic Church and the East German KGB all tried violence to impose their version of regime change that ultimately failed because their excess was so egregious.

I thought they were trying to maintain their regimes, not change them.
