- ignore it
- pay off local officials to get out of having to fix it
It's Florida. The place is basically America's Italy with over half the infrastructure on the verge of collapse and the corruption so endemic that nothing will be fixed or changed no matter how many bodies pile up. And if you think it's feral in Florida now wait another 30 years when half the state is underwater from rising ocean levels - they'll be eating each other in what remains of the streets down there.
No joke. It's one of the most fucked-up places in all the the US, and that's saying something these days.

Agreed, the shit I saw in Florida made me think how great California is...and California isn't all that great.
