I'm going to add, In a perfect world Civilians are always protected. Our world is far from perfect which means if (when) things go sideways, people will die. Its the reality of our species. Some copper will accidentally shoot some protester, or some cop'll get shot by the black bloc or some other group of losers and suddenly we'll an escalation.
