He was a senior cabinet minister in the Quebec government and a good portion of his caucus comes from there. Quebec is a big place that has become disenfranchised from Ottawa. He could do very well, there. Quebec could put him into power. He would be seriously wasting his time by targeting Lethbridge and Cardston with his message.
Quebec has been "disenfranchised" with Ottawa for as long as I can remember.
The Beard has to win more than Quebec and if he panders too much to Quebec which he likely will, he'll turn off a lot of voters in the rest of Canada because they are tired of politicians pandering to Quebec's "special needs".
