Yes but fire isn't consciously out to "get you". Armed thugs are and if you yourself are armed, they are far more likely to take you on because ... well, they are thugs and they want to prove that they have the power over you. That's the mentality of most of the idiots that shove Glocks down their trousers.

I doubt CCW will increase the Illinois murder rate by any significant amount. The L'il Skittles and pals in the Chimpcongo ghettoes not shooting at everything that moves, especially at those who have nothing to do at all with their incessant gang war, all the time might make a sizable difference in the death toll though.
