Video Shows Chino Deputy Shooting Unarmed Iraq Vet

(AP) CHINO A videotape released Tuesday shows a sheriff's deputy shooting an unarmed Air Force policeman who recently returned from Iraq as he apparently heeded an order to get up off the ground.

KTLA-TV repeatedly aired a 40-second clip it said came from a Chino resident who videotaped Sunday night's shooting, which followed a 100-mph car chase.

Senior Airman Elio Carrion, 21, was listed in good condition at Arrowhead Regional Medical Center in Colton.

His father-in-law, Ernesto Paz, told KTLA-TV that Carrion was shot three times in the chest, ribs and leg.

Carrion was a passenger in a Corvette that crashed into a fence following a brief chase, authorities said.

Officials with the San Bernardino County Sheriff's Department released few details about the incident. Sheriff's investigators took the original tape, declining to release it to the public or describe what it shows.

The deputy, whose name has not been released, has been placed on paid administrative leave, which is routine procedure in officer-involved shootings.

"As with all investigations, the circumstances involved in this shooting will be reviewed," Sheriff Gary Penrod said in a
statement Monday. "It would be inappropriate for me to make any additional comments until the investigation is completed."

The incident began with a deputy trying to stop and then chasing a Corvette through a neighborhood, authorities said. The car skidded and slammed into a block wall.

The next moments on a dark and grainy videotape show Carrion on the ground next to his car, talking to a silhouetted officer who is pointing a gun at him. Carrion is supporting himself on one arm and his face is brightly lit by the officer's flashlight.

There is some hard-to-hear conversation back and forth, but Carrion appears to be trying to reassure the officer, telling him he is unarmed and is in the military. He repeatedly says, "I'm on your side" and adds "we mean you no harm."

At one point, the officer seems to say several times, "Get up."

Carrion says, "I'm gonna get up." As he rises, the deputy fires at least four shots from close range, and Carrion collapses, crying out in pain.

"Shots fired! Shots fired!" someone shouts.

A report on KTLA showed five numbered cones on the ground, apparently placed by investigators to indicate where shell casings were found -- a common practice in shooting investigations.

Carrion has not been charged with a crime, although the incident remained under investigation, according to sheriff's spokeswoman Robin Haynal.

The driver of the Corvette, identified by authorities as 21-year-old Luis Fernando Escobedo, was arrested for
investigation of felony evading and was taken to the West Valley Detention Center in Rancho Cucamonga.

Carrion's 19-year-old wife, Mariela, told the Los Angeles Times that when her husband came out of surgery Monday afternoon, he said, "'They shot me for no reason."'

She said Carrion and Escobedo were at a party at the Montclair home of Carrion's parents when they left to go to the store.

Carrion had been scheduled Wednesday to report back to his unit, the 2nd Security Forces Squadron, at Barksdale Air Force Base in Shreveport, La.

Air Force spokesman Lt. Frank Hartnett said Carrion worked as a security officer at the base. Carrion joined the Air Force in January 2003 and recently returned from a six-month tour in Iraq, Hartnett said.

This is a month or so old and it's caused quite the firestorm in several communities. The cop can be clearly heard in the tape ordering the victim (yes, the victim) to get up and then he uses the victim's getting up as a justification for trying to kill him.

It's one of those rare occasions where you could shoot the cop and get a medal for doing so.

The civil rights people are all in a dither over this, but not like they should be because the victim is active duty military.

The military community is seething because we're fed up with how some police treat service members. I get it once in a blue moon and, for the most part, the problems are in jurisdictions that don't have bases in them anymore. Local fuckwits have learned that when they screw with the military we close up our bases and leave town taking our toys and our payroll with us. California has been taught this lesson extensively.

My own team is now working up in San Bernadino County and I doubt like hell I'll have to deal with this issue.

First: I won't tolerate some yokel shooting one of my people.

Second: My people know not to be doing 100mph in a police chase not because they're afraid the police will shoot them but because they're afraid that I will.

You think that the cop knew he was a military guy? or just thought it was some random person?

I have heard that there is a "syndrome" that has been studied, where cops involved in chases have an uncontrollable rage directed at the person they were chasing.....Sort of like the fact that someone showed disdain for their authority is like spitting in their face....

And no I'm not a police appoligst, if that's what you're thinking....

I have heard that there is a "syndrome" that has been studied, where cops involved in chases have an uncontrollable rage directed at the person they were chasing.....Sort of like the fact that someone showed disdain for their authority is like spitting in their face....

I've heard of the idea that there is a misdirected rage with the cops when their authority is challenged. There's always going to be a jerk in every group so I don't think it's necessarily a cop problem as just an asshole problem. The military police used to be infamous for attracting sadists and screws and now I find them to be uniformly professional with rare exceptions. Civilian police have too many political issues to deal with so I can appreciate the stresses the police have to deal with.

But then I have stresses, too.

It's part of the job.

And it does not excuse attempting to execute an unarmed man.

I seriously hope this cop goes to jail for what he did and for what he tried to do in attempting to murder the young man.

Hey now - this kind of thing has happened in Canada as well.


What Ihate about stories like this is that the guy just got back from tour with no holes in him. He had to come home to get shot.

I'd expect them to act within the law like most do. What about those American police officers that rushed into the WTC to rescue people on 9/11 what do you think of them? Your comments are insulting.

Ruez, I must ask you this...Have you ever been to the Southern States in the USA? Deputy Bubba is a whole different person than the police officers that ran into the WTC. Insulting? I think he has a lot of lattitude on his remarks. Of course not all officers are gun pulling yahoos, but it only takes one Bubba to make them all look like lame ducks. Some may not deserve the title, but it does exist for a reason. I had a gun pulled on me in Florida because my uniform didn't look right...No shit! I guess Canadian unifroms are different. :? I guess driving the USAF van threw him off! :roll: Anyway, they tend to pull their guns for any reason. I'm just interested in knowing what happened.
