No, your recollection is off. You said civillians don't decide on base closures, I showed a list by the EPA - a civilian agency - of bases closed due to environmental concerns. But that was beside my actual argument, which you ignored.

That was their official policy forever, until they were FORCED to change it. They did not ask to change it. They did not volunteer to change it. They were FORCED to change it.
