Kerry Wrishko, an inspector with the Ministry of Environment’s conservation service, says it’s believed the moose was shot on April 24 on private land
It was found on private land, so chances are it was illegal. I have land along the southern edge of Duck Mountain Provincial Forest, and even though it is clearly posted on the fence line that hunting or fishing(neighbours and I stock several large sloughs with trout) isn't allowed on our land unless you have our permission, we've had plenty of assholes chased off by neighbours, conservation and police.
Trespassing is illegal, even if hunting out of season isn't.
